I think they're meaning "confirmation of friendship"--since people can pretend intent even with their actions but some actions are more telling than others. Especially for people who do need proof of said friendship.

It sounded more like they were saying that they decide whether someone is friends with them based on their actions regardless of what the other person thinks.

I would say guess that what they are getting at is that it is easier to define a friendship by what one does, rather than by what one says. Especially in this case, where the friendships seem to be arbitrarily determined by one person deciding that they are friends with another.

You realize they were arguing that if someone arbitrarily says they're friends then maybe they're right and the other person who doesn't think so is wrong, right?

I don't think that's how they intended to be interpreted, but perhaps we can agree that both action and intent are required to form a true friendship.

And probably also communication.
